On 8 June 2021 the panel convener appointed the Panel to decide the application.
Janette will chair the Panel for the Summerset Retirement Village – Waikanae.
Janette is one of New Zealand’s leading resource management law experts, with more than 26 years’ experience, and joined the independent bar on 1 July 2021. Janette has extensive practical experience in advancing resource consent applications and designations, mediations and litigation. Janette has advised regional and district council decision-makers on their decision-making powers and functions and has provided legal advice to Boards of Inquiry including the Boards considering the McKays to Pekapeka State Highway, and the Waterview tunnel and SH 20 connection.
Janette regularly advises on judicial review of council decisions and understands the importance of a fair process that correctly follows specific legal requirements. Janette has recently secured a designation and consents for a listed project under the fast-track consenting regime and brings knowledge of the process from that application.
Janette is a the author of the Enforcement chapter in New Zealand’s leading text, Environment and Resource Management Law (LexisNexis). She is a member of the Resource Management Law Association, the Women’s Infrastructure Network, Women in Urbanism and Lawyers for Climate Action NZ.
Gina is a certified and experienced RMA hearings commissioner (Chair endorsement) with a wide range of planning, policy and management experience, having worked for over 27 years in local and central government, and private practice. She has strong knowledge of all aspects of the RMA, wider natural resources planning and Treaty settlements. She has particular strengths in regional and district policy analysis and advice, complex consents, freshwater policy and consents, development contributions policy, statutory planning, and Māori planning issues.

Robert is a self-employed consultant, and a certified RMA hearings commissioner. He has an extensive background in taxation accountancy. Prior to his consultancy role, he owned and operated a firewood company to provide jobs for whānau.
