On 31 May 2022, the Rotokauri North Stage 1 expert consenting panel released Minute 1 recording their decision on which parties are to be invited to comment, and the date comments need to be received by the EPA.

In addition to the parties directly specified in the Act, the panel must determine who must be invited for comment in accordance with subclauses (a),(b),(c),(g) and (h) of clause 17(6).
