On 5 March 2021, the panel convener appointed the panel to decide the application. The panel consists of:
Ian Gordon will chair the panel for the Kohimarama retirement village application.
Ian Gordon is a Wellington-based barrister focussing on resources and environment law. He has extensive trial, advisory and dispute resolution experience in over 30 years of practice. His experience includes assisting Boards of Inquiry on wind farm applications, NZTA’s State Highway RoNS project (Transmission Gully) and the Tukituki Catchment Proposal (the Ruataniwha Dam).
He has assisted the Board of Inquiry on the New Zealand Coastal Policy Statement and represented a Crown entity on the Waitangi Wharf Upgrade Project on Chatham Island. Ian's advisory experience includes advising and representing Te Kahui Kaumatua o Te Patuwai (The Korowai of Elders) on the appeals against consents to abandon the MV Rena on Astrolabe Reef (Otaiti).
As an advocate Ian has conducted prosecutions under the RMA and been counsel in civil and criminal trials. His extensive experience includes all aspects of project advice on resource consent applications and appeals; representation in consent and plan change hearings before Councils, the Environment Court, High Court and Court of Appeal; Judicial Review and advice on designations and associated Public Works acquisition and compensation processes.
Patuharakeke/Ngātiwai me Ngāti Whatua me Ngapuhi. Juliane Chetham is an independent consultant with a background in Geography and Marine Science with 20 years' experience in resource management planning and policy specialising in Treaty of Waitangi and Kaupapa Māori matters.
She has held research, consultation and advisory roles for a range of industry, local and central government, iwi/hapū authorities and community organisations. She has held trustee positions on Patuharakeke Te Iwi Trust Board, and is responsible for the Trust’s environmental portfolio.
Prior to that, she managed the Resource Management Unit of the Te Uri o Hau Settlement Trust (Environs Holdings Ltd). For the past six years she has held Making Good Decisions certification and been a member of Auckland Council’s Independent Hearing Commissioner Pool. Juliane has been contracted to Queenstown Lakes District Council and Whangarei District Council serving on a variety of resource consent, plan change and notice of requirement hearings.
Trevor is a principal planner with Hill Young Cooper Ltd, with over 25 years’ experience in resource management policy. An accredited hearings commissioner for over seven years, he has heard a number of Auckland-based resource consent applications.Trevor has 20 years’ experience with the North Shore City Council providing advice in urban design and spatial and land use planning.
He has a lot of professional experience in area and corridor planning, infrastructure planning, district plan changes and designations, built and natural environments.
