Decision
Hiringa Energy Limited and Ballance Agri-Nutrients Limited have applied to develop a renewable green hydrogen hub at Kapuni, Taranaki. Electricity will be generated by four wind turbines to provide baseload power to nearby Ballance Agri-Nutrients Kapuni ammonia-urea manufacturing plant, and produce hydrogen from water via electrolysis.
The project comprises:
- four wind turbines and associated electricity infrastructure
- an electrolysis plant
- hydrogen production infrastructure
- hydrogen storage
- loadout facilities and associated works.
The wind turbine site is located at 271-359 Kokiti Road, Kapuni, and the hydrogen production is located at 309 Palmer Road, Kapuni.
On 2 April 2021, Schedule 14 was inserted into the COVID-19 Recovery (Fast-track Consenting) Referred Projects Order 2020 (the referral order), by clause 4 of the COVID-19 Recovery (Fast-track Consenting) Referred Projects Amendment Order (No 3) 2021.
This was to give effect to the above decision, pursuant to Section 26 of the Act.
