Comments on the resource consent application or notice of requirement must be invited from the persons or groups set out in clause 17 of Schedule 6 of the COVID-19 Recovery (Fast-track Consenting) Act 2020.
On 30 March 2022, the Bellgrove expert consenting panel released Minute 1 recording their decision on which parties are to be invited to comment and the date these need to be received by the EPA.

In addition to the parties directly specified in the Act, the panel must determine who must be invited for comment in accordance with subclauses (a), (b), (c), (g) and (h) of clause 17(6). They are listed in the document below:
