The Expert Consenting Panel appointed to determine the Papakura to Pukekōhe application has completed its consideration of the application and has made its final decision.
On 30 July 2021, the Panel granted KiwiRail Holdings Limited resource consents, subject to conditions.

The Panel’s decision can be appealed to the High Court in whole or in part on questions of law only.
Any of the following persons may appeal:
(a) the consent applicant or requiring authority, as the case requires
(b) any relevant local authority
(c) the Attorney-General
(d) any person or group that provided comments in response to an invitation given under clause 17(2)
(e) any person who has an interest in the decision appealed against that is greater than that of the general public.
A notice of appeal must be filed with the Registrar of the High Court within 15 working days after the date the person is notified of the Panel’s decision. A copy of the notice of appeal must also be served on the EPA. Appeals can be served on the EPA by sending them to p2pfasttrack@epa.govt.nz or by post to:
