On 19 October 2021, the Panel received a memorandum of counsel on behalf of The Park Homes Limited in relation to a late comment on the application. The comment included three annexures.

On 18 October 2021, Waka Kotahi made a written request to the EPA that the Panel suspend processing the consent application. The Panel has decided to grant the requested suspension commencing on 19 October 2021. This will take effect immediately and all timeframes associated with the application will be put on hold until Wednesday 27 October 2021.
Included in the request was an update on the assessment of potential noise and vibration effects from early construction works at Drury Interchange, particularly as they relate to 168 Flanagan Road.

On 8 October 2021, Waka Kotahi NZ Transport Agency provided a suite of photographs showing the location of the project route and the surrounding areas. These have been provided to assist the Panel in case it is not able to undertake a site visit due to COVID-19 restrictions.
