The Expert Consenting Panel must invite written comments on the resource consent application from the persons or groups set out in clauses 17 and 18 of Schedule 6 of the Act.
On 15 June 2021 the Papakāinga Development – Kaitaia Expert Consenting Panel released Minute 1 recording their decision on which parties are to be invited to comment and the date these need to be received by the EPA.

In addition to the parties directly specified in the Act, the panel must determine who must be invited for comment in accordance with subclauses (a),(b)(c),(f) and (g) of clause 17(4). They are listed in the document below:
